My determination to study engineering comes from my desire to seek a challenge. In life, there seems to be no bigger challenge than to learn and find out how things work. In our modern world, engineering plays a big role in the foundations of technology and knowledge and this is what I am interested in.

As my year 12 progressed, my interest in science and Maths, particularly Physics developed. Studying Physics at Advanced level allows me to think about how things move and react to forces and how these properties can be used in solving both practical and theoretical situations. Maths interests me as it develops my problem solving skills, allowing me to apply familiar concepts to unfamiliar situations. My enthusiasm towards these subjects encouraged me to take up AS Further Maths. In doing so, I hope to expand my knowledge to achieve a level of understanding satisfactory to a potential degree level student. In addition to Physics and Maths, I am also studying Biology which provides me with the opportunity to develop my practical skills as I am required to work within groups. My communication skills have been put to the test during these lessons and I have proved many times that I am a team player.

After much research, I decided to attend taster courses at City University and Queen Mary University of London to experience what engineering involves. These informative taster courses offered me a unique chance to understand and to observe different areas of engineering which subsequently led me to the decision to pursue mechanical engineering. Its ability to allow me to see how things work fascinates me and furthermore, as mechanical engineering is a diverse field, it will allow me to learn and use many skills which can be transferred onto many employment opportunities.

Although I have enjoyed the challenge that my school-based work has given me, I have always sought to extend my knowledge. Recently, I built a computer. I discovered how each component is connected and how one energy source is converted into another. This has allowed me to apply the theory I learn within the curriculum to real situations. Furthermore, I was able to see how the components fit together by taking apart unwanted pieces from my old computer.

I have always been willing to give my time to take part in activities such as volunteering. I once raised money for the Marie Curie foundation. During this period, I improved my communication skills and confidence as I met and talked to many members of the community. I found that this experience was rewarding and fulfilling. I am a trusted member of my year group and when asked to be an ambassador for my sixth form, I accepted. This experience allowed me to demonstrate my organisation and communicational skills as I was required to confidently guide and talk to many potential students to the college. In addition, throughout my academic career, I have played an active role in a variety of different extracurricular activities. I am an adept musician and passed my grade 4 examinations in flute. Although I have decided to discontinue the examinations, every year during events such as Chinese New Year, I play the flute for my local Chinese community.

I believe that success as an engineer in a modern society requires a combination of management, communication and business skills. Therefore, with my previous experiences, focused attitude and will for success, I have the ability and motivation to meet the demands of studying at degree level. The prospect of studying engineering excites me, and I feel confident that I will make contributions to university life.

At the age of 15 I completed a work experience placement in the local junior school. This involved working with children from the ages of four to eleven. This experience, though not medical, allowed me to work with and help people, which I found especially rewarding. During the summer holidays I plan to participate in a period of work experience at Carmarthen Hospital. I have also registered to take part in a St Johns Ambulance first aid course in September 2001, which I hope will be beneficial to me. I have undertaken volunteer work at a local school, helping with both art and gym clubs, which again have allowed me to work with children, which I find very satisfying

In the past I have travelled to Switzerland, Italy and Ireland, all experiences I totally enjoyed. In the future I would like to travel further a field, particularly to Asia. I would also like to help third world countries, and to work as a doctor for charities helping these countries. As well as travelling I enjoy reading, especially horror and medical fiction, by authors such as Steven King and Michael Crichton. Recently I have joined Tai Chi classes, and I attend these regularly along with aerobics. I also take step aerobics classes and attend the gym at the nearby leisure centre. These are all activities I hope to continue with through university, as well as taking up new ones.

一、申请者应具备的基本条件：

(1)热爱社会主义祖国,具有良好的思想和业务素质并在工作、学习中表现突出，具有学成回国为祖国建设服务的事业心和责任感。

(2)申请者应为高等院校、企事业单位、各级行政单位、科研单位的正式工作人员或注册在读学生。暂不受理无业人员、个体从业者及正在境外学习或工作人员的申请。

曾享受国家留学基金资助出国留学的人员，回国后工作一般须满五年方可再次申请国家留学基金资助。

(3)具有相当的学术水平和业务能力。

(4)身心健康(须附市级以上医院出具的体检证明)。

申请时应为就读高校/科研机构的全日制优秀在读博士研究生，年龄不超过35岁(1976年3月20日以后出生);申请时需提交国外教育机构出具的入学通知书或正式邀请信复印件、国内外导师共同制定的研修计划、就读学校学籍证明、推选单位出具的外语考试(核)证明或外方院校、导师出具的外语合格证明或雅思/托福/WSK考试成绩单复印件、及可能发生的与学习相关费用说明;入学时间为申请当年。申请人如无法在规定毕业时间内完成留学计划，需推选单位单独出具同意推迟答辩、毕业的书面证明。

3、硕士研究生

申请时年龄不超过30岁(1981年3月20日以后出生)，应具有学士学位，或为优秀应届本科毕业生;申请时须提交国外教育机构出具的入学通知书复印件。仅限申请现有硕士研究生项目，详见《国家留学基金资助出国留学项目一览表及项目指南》。

4、访问学者(含博士后研究)或高级研究学者。

曾经享受国家留学基金资助出国留学的人员，回国后工作须满五年方可再次申请。

三、公费出国留学申请办法

凡符合本简章及有关出国留学项目规定申报条件的中国公民，均可按规定的程序和办法申请国家留学基金资助出国留学。

1、国家留学基金全额资助项目、与有关国家互换奖学金项目按照“个人申请，专家评审，平等竞争，择优录取”的方式进行选拔，并由留学基金委委托有关国家留学基金申请受理机构(以下简称受理机构)受理，留学基金委不直接受理个人及单位的申请。受理机构负责接受咨询、受理申请材料及对材料进行审核等事宜。各受理机构的地址及电话请上_网查询。

自201月5日起，各受理机构将具体提供有关咨询并受理申请。受理申请截止日期为2005年3月10日。

2、专项出国留学项目及有关合作项目按照“个人申请，单位推荐，专家评审，平等竞争，择优录取”的方式进行选拔，由各有关单位按项目要求统一组织申报并提交申请材料，留学基金委不受理个人申请。

部分项目如高校基础课任课教师出国研修项目、俄罗斯艺术类项目等，留学基金委将委托有关受理机构受理申请(具体项目请查阅附件五《通过受理机构申请项目一览表》)。

其他项目由留学基金委按项目要求直接受理申请。部分项目的遴选事宜，留学基金委将及时在_网上公布并将遴选通知发至有关单位，在此之前暂不受理申请。具体申请办法请查阅《2005年国家留学基金资助出国留学项目指南》。

四、公费出国留学申请者应提交以下申请材料：

(1)《国家留学基金管理委员会出国留学申请表》(2005年版);

(2)本人所在单位出具的由单位负责人签发和盖有单位公章的《单位推荐意见表》;

(3)两份由具有正高级专业技术职务专家、学者出具并署名的推荐信(固定样式);

(4)工作简历;

(5)获奖证书复印件(若无可不附);

(6)国外单位邀请信复印件(若无可不附);

(7)身份证、职称证书、学历、学位证书复印件;

(8)外语水平证明复印件(若无可不附);

(9)体检表原件;

(10)有关项目要求提交的其他材料;

(11)《出国留学专家评审意见表》;

(12)《CSC出国留学基金申请人员信息一览表》。

《国家留学基金管理委员会出国留学申请表》、《单位推荐意见表》、《专家推荐信(附件2-1)》、《专家推荐信(附件2-2)》、《出国留学专家评审意见表》、《CSC出国留学基金申请人员信息一览表》等请从_网下载(所有表格均为WORD格式)，并按规定填写(具体请见附件四《关于准备国家留学基金资助出国留学申请材料的说明》)。

申请者须向受理机构提交申请材料一式五份(原件一份，复印件四份)。提交材料时，须按规定交纳报名费和评审费共计人民币500元/人。

公费出国留学和自费出国留学的差异

公费出国留学

我国从开始，在选拔公费留学人员上推行了一套标准和方法。在全国范围内试行以“个人申请、专家评价、平等竞争、择优录取”为原则的新的选择办法，对公费出国留学人员提出了许多新的条件，引起了社会的广泛关注。国家规定，公派公国留学的申请人应具备如下条件：

1、政治条件

热爱祖国，热爱中国共产党，热爱社会主义，思想品德优良，在实际工作和学习中表现突出，积极为社会主义现代化建设服务。

2、业务条件

(1)高级访问学者：主要是高等学校、科研院(所)及大中型骨干企业的重点学科、重点实验室、重点科研项目的学术带头人或技术骨干及列入带头人梯队的后备人员;或目前参与国家、部门、地方重点科技攻关、重点学科、重点实验室建设和重点工程项目建设，并确有需要到国外进行高层研究的人员。申请人须具有高级专业技术职称。其中具有正高级专业技术职称者年龄不超过55岁，具有副高级职称者年龄不超过45岁。申请者应具有相当的学术、科研、技术等成果，或在教学、科研、管理和生产建设中做出突出成绩(如近期获得省、部级以上科研、技术攻关成果奖，有突出的科研技术成果和高水平的专着，或在国内外一级刊物上发表有较大影响的学术论文，或有重大的科技发明创造，或在生产、管理中有突出的工作业绩等)者，将优先予以选拔。

(2)访问学者1类：申请者应为在本人所从事的学科领域内有较深入的研究，并取得一定成果的教学、科研、技术、管理人员，并且已经获得博士学位或具有高级专业技术职称。申请者年龄一般应在45岁以下。

(3)访问学者2类：申请人应该为在实际工作中做出成绩、确实有必要出国培养的教学、科研、技术、管理人员以及从事非通用语种学习、地区问题或某些特定专业研究的人员。申请人应具有大学以上学历，并且毕业后至少已经工作两年以上。年龄一般应在45岁以下。

3、外语条件

以上各类公派出国留学申请人员都应能掌握相应国家的语言文字，能够比较熟练地运用外文阅读专业书刊，并具有一定的听、说、读、写能力，经过短期培训即能用外语进行有关学科的学术交流。出国大学生和研究生的外语必须达到能听课的水平。进修人员和访问学者必须参加国家教委组织的出国留学人员外语水平考试(EPT)并达到国家规定的分数线，或同一语种外语专业本科毕业，或曾在同一语言国家留学一年以上。

4、健康条件

各类公派出国留学人员的健康状况，必须符合出国留学的规定标准，必须经过省、市一级医院检查并得到健康合格证明书(证书有效期为1年)。

凡符合上述规定的中国公民，均可提出申请。

国家公费出国留学人员必须履行按期回国服务的义务，并与国家留学基金管理委员会签定《资助出国留学协议书》。该协议书由选派单位和公派出国留学人员双方签字，并经公证机关公证后生效。《资助出国留学协议书》的内容，包括国家和单位对公派出国留学人员规定的留学目标、内容、期限、回国服务的要求，向留学人员提供经费的规定，以及派出单位和出国留学人员双方的其它权利、义务和责任等。如留学人员不按协议规定履行回国服务的义务，则应偿还出国留学期间的全部费用。

自费出国留学

自费留学不受学历、年龄的限制，凡具备条件者，均可申请自费到国外上大学(专科、本科)、读研究生或进修。很多家长都想让孩子出国留学，这里需要具备几个条件。

首先，长远规划，慎重选择。能从自身的学习状况、职业规划与设计、国外教育资源的优劣等方面综合考虑，然后再做决定。

其次，经济条件是个重要因素。家庭现有及未来几年的经济收入是否足以支付孩子留学所需的基本费用，包括学费及生活费等，这应成为出国留学的重要依据之一。如果家庭经济相对困难，学生出国留学会有很重的负担，这将给学生的学习带来负面影响，特别是到法律禁止留学生打工的国家留学。近年来，国外留学的成本在增加，一定要衡量自己的经济能力再决定。

第三，自身素质是个必备条件。是否具备生活自理能力、学习适应能力、语言能力和较成熟的心智，这些都是保证能够在国外健康成长和达到预期学习效果的必备条件。从目前来看，部分学生选择高中毕业后出国，也有的学生选择在国内读完本科再出国，这样起点更高些，可申请国外的硕博连读。

以下为出国留学的具体条件。

中学毕业生、自费大学生申请自费出国留学，可持有关证明材料直接到户籍所在地公安机关办理自费出国留学手续。

大专以上的公费在校生及毕业生(具有大专以上学历)，在国内服务一定年限或偿还高等教育赔偿费后均可申请自费出国留学。(服务年限：本科毕业生为五年，研究生毕业为三年，专科及成人高校毕业生为二年;偿还培养费：专科生每学年1，500元，本科生每学年2，500元，硕士研究生每学年4，000元，博士生每学年6，000元。)

博士毕业研究生自费出国做博士后研究不收取高等教育培养费。

除上述条件外，自费留学还应具备：第一，通过正当合法手续取得足够的外汇资助或国外奖学金，即持有亲友提供的经济保证书(须得到所去国家的认可)，或持有国外院校、科研机构或基金会等提供的奖学金或资助证明。所得外汇资助或国外奖学金，应能维持自己在国外的学习和生活。第二，应具有相当的外语水平。

Presently, I work at a leading Beijing-based center of telecommunications research and development, jointly run by Canada's Northern Telecom Ltd., one of the world's foremost IT enterprises, and the Beijing University of Yanjiu, a major higher-learning institution in IT technologies in China. Engaged in cutting-edge research and development at this center, I have accumulated a lot of advanced knowledge and expertise in IT technologies in a relatively short time.

I obtained this coveted position at such a respected international establishment on the strength of my research experience at the North China Institute of Computing Technologies, the country's oldest research organization in computer science. My research successes were built upon my solid undergraduate training at Tsinghua University, widely considered China's best engineering school. Between 1989 and 1994, I studied at Tsinghua as a major of electronic engineering, concentrating on basic courses as well as courses of my major. These courses solidly grounded me in theories of telecommunications and endowed me with all-round expertise in both software and hardware engineering. At the time of my graduation, my overall GPA ranked me among the top 10% of about 200 students in my grade.

Taking advantage of Tsinghua's emphasis on hands-on experience, I did a lot of lab work in my undergraduate studies. In my third year, I joined the university's Laboratory of Information Systems. In the lab I successfully designed the “2Mb/s PCM Digital Interface (32 frames)” used in the analogue PBX (Private Branch Exchange). In 1993, I independently designed a “Speech Signal Processing Card” used in the SUN SPARC station. This successful development of this card ended the situation in which the SUN SPARC station could not be used for speech processing and other multimedia applications. In the course of these projects, I became versed in hardware structure of the RISC computer, UNIX operating system and programming. All this laid a firm foundation for my career advancement.

My academic standing was so strong that I was offered acceptance into Tsinghua's graduate school without the normally mandatory admission exams. That was a privilege available to only the very best of each crop of graduating students. But I declined the offer, figuring that I should gain challenging research experience behind me, I think the time has come for me to not only undertake graduate studies but also undertake graduate studies in a quality program in the United States.

In July I attended a week-long ‘Into Engineering’ seminar run by REACT Engineering. Working in two teams, we were given a design exercise based upon a typical decommissioning project. I found both of these experiences very challenging, as we were given only limited time so we had to prioritise our tasks and carefully plan our work.

As an Upper Sixth House Prefect, I have had to take on many new responsibilities and have learnt a lot about myself. My main role around house as a prefect was to organise chores and jobs that needed to be done. This has taught me a lot about organising things well in advance and making sure everyone can do what they are asked efficiently. In Lower 6th, I was on a team of seven pupils elected to run a fête during a school sports day. On this committee, I found that much planning needs to be done in preparation for such large scale events and even the smaller tasks needed to be done well in advance

When things needed done, leadership skills came into place to delegate tasks and bring all of the events together. On the day, the seven pupils had to perform under pressure which we did and the fête was a success.

公派留学，是国家给一些人才的“特别优待”，是我国人才强国战略的重大举措，是根据我国现代化建设发展需要选拔优秀人才出国深造的一条重要途径，一般派往科技教育发达的国家和地区的知名院校。

公派留学如何选拔?公派出国留学生是经过高校和政府部门层层选拔竞争后出炉的，要经过了严格考核。申请国家留学基金管理委员会开设的项目，由省教育厅向基金委递交申报材料，由国家基金委组织录取工作。

1、采取“个人申请，单位推荐、专家评审、择优录取”的方式进行选拔。凡符合申请条件的中国公民，均可按规定的程序申请。

2、申请时间：一般为每年2月20日—3月20日。

3、申请办法：采用网上报名的方式。申请人登录_网上报名系统进行报名，并按规定提交申请材料。

公费出国留学人员的选派

按国家统一计划，面向全国招生、统一选拔、派出、执行统一经费开支规定的出国留学人员为国家公费出国留学人员(简称“国家公费);

(2)公费出国留学人员分为大学生、研究生、进修人员和访问学者。

(3)出国攻读大学本科、专科和研究生的留学人员在国外的学习年限一般按对方国家的学制，由派出单位来确定。出国进修人员和访问学者国外活动期限一般限制在三个月至一年，特殊情况可放宽至一年半，需由派出单位按派遣计划进行最终确定。

(4)派出单位要帮助和指导公费出国留学人员选好在国外学习、进修、实习或从事研究的单位。

出国留学该如何汇款到国外

1.电汇方便快捷

据中国银行深圳分行个人金融部黄女士介绍，向国外汇出汇款，电汇是一种比较常用的方法，现在很多学校要求学生直接把学费电汇到指定的账户上，电汇一般两到三个工作日到账，分为外汇汇款和外钞汇款。

如果采取外汇汇款，深圳中行按汇款金额收取千分之一的手续费和人民币150元的电报费(港澳地区为人民币80元)。

如果是外钞汇款的话，除千分之一的手续费和电报费以外，还要收取一定的“钞转汇”的费用，这笔费用根据当天“钞卖汇买”的差价来收取。

据介绍，钞转汇的费用的产生是因为就个人储蓄来说，外汇可以直接转成外钞，但是外钞不能随意转成外汇，当汇款人采取“汇出”现钞时，由于现钞有实物的形式，银行必须将其出运至国外，运输费用将由客户承担，表现为“钞卖汇买”(客户卖出现钞、买入现汇)。

“钞转汇”的费用和手续费可按当日汇价折算成人民币计收，折算后手续费最低为人民币50元，为人民币260元。

2.信用卡花销尽在掌握

在孩子出国之前，您可以到本地银行办理一张国际信用卡，并选用主卡和附卡的形式，信用卡的主卡留在您这儿，附卡给孩子带走。在境外，孩子可以用这张附卡来进行日常的消费，这一般不收取任何额外手续费用的(银行会按照国际信用卡组织公布的外汇买卖牌价，自动转换成您信用卡的币种进行结算)。有的学校甚至可以用信用卡直接刷卡来缴学费。孩子消费的账单银行会每月按时给您寄回，这样您在家就可以明晓孩子在国外的消费，信用卡就是您掌握孩子国外花销的半个“管家”了。另外，用信用卡消费可以享受到20~50天的免息付款期，方便您和孩子的资金周转。不过需要提醒一下的是，用国际信用卡在国外取现金就不划算了，如中行的长城国际卡在国外取现，会按取款金额的百分之三收取手续费。

3.票汇相对便宜

据中国银行深圳分行有关人士介绍，票汇是银行给汇款人开出汇票，然后本人携带汇票出国，或者采取邮寄的方式把汇票寄往国外。票汇不收电报费，其他收费项目和标准与电汇相同。

虽然票汇的费用相对便宜一些，但是它没有电汇的速度快，而且票汇需要到开票行的国外网点或开票行的指定托收行办理解付手续。

银行人士建议大额汇款采取电汇的方式，因为汇票一旦遗失，挂失等手续相对麻烦一些，而且汇票有一年的有效期，过了有效期就会退回到原来的开票行。

4.西联汇款、速汇金即时到账

目前专业汇款公司纷纷和国内银行合作，推出了一系列快捷的跨国汇款服务，如与农行、邮局合作的西联汇款、与工行合作的速汇金汇款等。这种汇款方式可以即时到账，免收钞转汇费用、中间银行手续费和电报费，只按照相应的汇款金额所属等级一次性收取手续费。如农行西联汇款1000到2000美元收取25美元手续费，2000到5000美元收取30美元手续费。一般而言，汇款的数额大，费用相对就低;而汇款数额小，相对费用就高。

5.旅行支票灵活方便

旅行支票使用起来灵活方便，兼有现金和汇票的特点，有固定的面值，并有多种面额可以选择，没有确定的使用地点和使用期限，在境外既可直接缴纳学费又可用于日常消费。

公费出国去美国的留学流程

1、索取资料决定了入学时间之后，要在入学前9-11个月向大学发出索取申请资料与表格的信函，第一次的联系应扩大自己的选择范围，一般要向50-80所不同学校发出此函，要求对方寄回录取申请表，奖学金申请表以及有关申请专业和学校的介绍。

绝大多数的大学在收到函定后会立即把这些材料寄回的，同时会有一些关于奖学金设置情况、学校规模、学校资历、专业师资以及学生服务设施等材料。收到美国大学的回函后，要进行大略的挑选，主要的选择标准可以根据不同人的申请兴趣而定，但着重申请奖学金的学生，应主要注意申请学校所设置的奖学金类型，国际学生可以申请的奖学金种类有多少，能否达到全额奖学金资助。

学校有无对申请奖学金在TOEFL与GRE(GMAT)分数上的限制。比如有些大学要求申请研究生助教金需提供TOEFL分数100分，或是TSE成绩高于200分，GRE分数高于1900分，其中语文(Verbal)与数学(Quantitative)两部分分数不得低于1100分等等，这些如果有明文规定申请奖学金资助条件的学校，一般是不会降低要求的。

2、参加必要的考试

I have always had a love for the performing arts since I can remember; for there has never really been anything else I have ever wanted to do apart from act. But acting is not just a subject to study people, narratives or social issues – we can discover so many things about ourselves, why we perform a character this way: is it because this person is so much like us? There have been numerous qualities I have discovered about myself while participating in drama. In teaching, I have learn how to really connect with people and help them to explorer what their feelings produce and more notably, how we learn about others, about a single person just by the way they say a monologue

Teaching has been a great experience for me because it has given me the time to evaluate my own performance and teaching skill, learning to become that character just a little but more. 二、新加坡本科公费留学申请途径

新加坡政府和新加坡院校为留学生提供了各种优厚留学待遇，但招生制度也因而格外严格。仅凭中国高考成绩和雅思成绩，学生很难申请到新加坡政府院校，三所公立大学中两所都是世界一流的，排名在全球前50 (高750满分要达到600分以上，5所公立学院，高考分数要达到500分左右才能申请)，中国学生想进入新加坡政府院校主要有两大途径：

1.通过新加坡高考(剑桥O/A水准考试)：O-LEVEL全称为普通水准教育证书，A-Level是高级证书，均是全球教育学术——“英国剑桥大学考试委员会UCLES”，为英国政府、英联邦国家及欧美各国广受承认的学历。一般初三毕业和高一学生准备两年可参加O/A考试，高三毕业成绩较好学生需半年。

2.通过新加坡政府院校在国内的入学招生考试：新加坡国立大学及南洋理工大学在国内的招生入学考试分别在每年3月份及5月份举行，对中国学生的入学标准是达到清华及北大在当地的招生分数线，新加坡管理大学在国内的招生入学考试在每年的高考后7月及9月进行，中国学生的高考分数要求达到当地的一本线，五所理工学院的招生考试在每年高考后7-12月进行，中国学生的高考分数最低达到总分的65%以上，通过1个月的强化培训。

三、新加坡本科公费留学须知事项

1.新加坡本科公费留学需提交的文件有：经过公证的学生出生证明、在学证明、父母结婚证明、原学校学习成绩证明、本人有效护照复印件和父母身份证复印件、父母在职证明。

2.需要办理陪读的学生母亲需要提供：经过公证的本人出生证明、结婚证、本人护照复印件和身份证复印件、填写《新加坡留学申请表》、本人在职证明(按表格填写)、2寸照片4张。

(一)申请人条件

申请人应为高等学校、企业事业单位、行政机关、科研机构的正式工作人员和优秀在校学生，且符合下列基本条件：

1.热爱祖国，热爱社会主义，具有良好的政治和业务素质，无违法违纪记录，在工作、学习中表现突出，学成后回国为祖国建设服务;

2.具有良好专业基础和发展潜力，外语水平达到《国家留学基金资助出国留学外语条件》规定的要求; 3.身心健康;

4.符合有关奖学金项目选拔简章的具体要求(详见《国家留学基金资助出国留学项目一览表及项目指南》);

(二)申请类别及要求

1.博士研究生

2.联合培养博士生

申请时应为就读高校/科研机构的全日制优秀在读博士研究生，年龄不超过35岁(1976年3月20日以后出生);申请时需提交国外教育机构出具的入学通知书或正式邀请信复印件、国内外导师共同制定的研修计划、就读学校学籍证明、推选单位出具的外语考试(核)证明或外方院校、导师出具的外语合格证明或雅思/托福/wsk考试成绩单复印件、及可能发生的与学习相关费用说明;入学时间为申请当年。申请人如无法在规定毕业时间内完成留学计划，需推选单位单独出具同意推迟答辩、毕业的书面证明。

3.硕士研究生

申请时年龄不超过30岁(1981年3月20日以后出生)，应具有学士学位，或为优秀应届本科毕业生;申请时须提交国外教育机构出具的入学通知书复印件。仅限申请现有硕士研究生项目，详见《20国家留学基金资助出国留学项目一览表及项目指南》。

4.访问学者(含博士后研究)

申请时年龄不超过50岁(1961年3月20日以后出生)，应为高等学校、企事业单位、各级行政单位、科研单位的正式工作人员。本科毕业后一般应有5年以上的工作经历，硕士毕业后一般应有2年以上的工作经历。对博士毕业的申请人，没有工作年限的要求。

博士后研究申请人应是高等学校或科研单位具有博士学位、具体从事教学或科研工作的优秀在职青年教师或科研人员。申请时距其博士毕业时间应在3年以内(3月20日以后毕业)。

5.高级研究学者

申请时年龄不超过55岁(1956年3月20日以后出生);申请人应为高等学校、企事业单位、各级行政单位、科研单位的正式工作人员。其中，教学科研人员应为教授、博士生导师。

除符合以上条件外，还需具备以下条件之一：

①国家重点实验室、教育部重点实验室、国家工程(技术)研究中心骨干;

②“长江学者”特聘教授或教育部当年确定支持的创新团队中的骨干或“新世纪优秀人才计划”入选者及其他国家级人才计划入选者;

③教育部批准的国家重点学科学术带头人;

④中央国家机关、地方行政管理部门、国有大中型企业高级行政管理人员，应具有或相当于副司局级(包括副司局级)以上行政职务。

对类别条件有特殊要求的项目，按具体项目规定执行。

5.曾经享受国家留学基金资助出国留学的人员，回国后工作须满五年方可再次申请。以下项目中的留学回国人员不受此限制：大学生赴英实习项目、印度infosys实习项目、中德学者短期交流项目(daad/dfg)、中德博士生联合研究项目、日本电通博士研究项目、日本学术振兴会论文博士奖学金项目、中国-苏格兰博士生教育及科研合作伙伴关系项目(访问学者类别)、希腊互换奖学金项目、博士生导师短期出国交流项目、青年骨干教师出国研修项目(提供国际旅费资助)。

国家留学基金资助范围暂不包括境内其它人员和正在境外学习或工作的人员。

暂不接受已获国家留学基金资助但未执行人员的申请。

三、英语水平足够高。雅思成绩可以作为英语水平的证明。申请签证时，对申请人英语水平的要求是不同的，取决于其准备学习的课程。

四、健康情况不能少。体检是证明健康的好方法。体检应到由移处指定的院进行，医名单可以从澳大利亚使馆的网站上查询。

新西兰

一、明确的留学目的。需要有明确的学习计划，包括语言学习、专业学习等，并有大学的相关信件。如果签证官觉得申请人的学习计划不可行，将影响签证申请的结果。

二、充裕的资金保障。新西兰认可两种方式：留学款和存款证明。存款期限至少超过6个月。申请人还必须解释这些存款的来源，可能要求申请人的父母提供工资收入证明等。

三、健康与品德要求。符合体检要求才能最后颁发签证。超过17岁的申请人计划去新西兰攻读2年以上的课程，一定要提交无刑事犯罪记录。

本科生公费留学申请条件

1.申请者应具备的基本条件：

(1)热爱社会主义祖国, 具有良好的思想和业务素质并在工作、学习中表现突出，具有学成回国为祖国建设服务的事业心和责任感。

曾享受国家留学基金资助出国留学的人员，回国后工作一般须满五年方可再次申请国家留学基金资助。

(3)具有相当的学术水平和业务能力。

(4)身心健康(须附市级以上医院出具的体检证明)。

(5)外语水平须达到留学基金委规定的标准，具体要求请见《国家留学基金资助出国留学外语条件要求及有关情况说明》。

2.申请具体出国留学项目的，应符合有关出国留学项目规定的具体条件。

篇16：去美国公费留学条件

1、申请条件

国内完成高中课程或者即将完成高中课程的同学，美国留学需要的条件无外乎语言(雅思)成绩，SAT成绩、ACT成绩。满足美国留学需要的条件后供雅思成绩、成绩单、毕业证或在读证明申请美国大学。值得注意的是，根据你选择的院校不同，除雅思成绩外，SAT成绩和ACT成绩只取其中一项。语言成绩这块，申请普通的美国大学本科至少也要到达雅思6.0分以上，研究生至少6.5分以上。

申请美国研究生：留学美国读研究生的条件，大致分为两部分：

一，硬件条件，本科大四在读或者大四已经毕业，需要大学的GPA成绩。

3、申请材料

(2)、身份证、职称证书、最高学历、学位证书复印件;

(3)本人所在单位出具的由单位负责人签发和盖有单位公章的《单位推荐意见表》;

(4)两份由具有正高级专业技术职务(职称)专家、学者出具并署名的推荐信(固定样式);

(5)工作简历; 获奖证书复印件;国外单位邀请信复印件(若无可不附);

(6)外语水平证明复印件; 体检表原件;

(7)申请条件中要求提交的其他材料，如申请高级研究学者的人员应提交的有关材料等; 《出国留学专家评审意见表》;

(8)《CSC出国留学基金申请人员信息一览表》。《申请表》、《单位推荐意见表》、《专家推荐信(附件2-1)》、《专家推荐信(附件2-2)》、《出国留学专家评审意见表》、《CSC出国留学基金申请人员信息一览表》等请从国家留学网下载(所有表格均为WORD格式)，并按规定填写(具体请见附件五《关于准备国家留学基金资助出国留学申请材料的说明》)。申请者须向受理机构交验申请材料一式六份(原件一份，复印件五份)。提交材料时，须按规定交纳报名费和评审费共计人民币500元/人。

为方便申请人员，申请材料由留学基金委委托有关国家出国留学基金申请受理机构(以下简称“受理机构”)受理。受理机构接受咨询、进行初审等事宜。

除有关奖学金项目(即“非面上申请项目”)以外，留学基金委不直接受理个人申请，所有申请材料均需通过有关国家留学基金申请受理机构提交。

自1月5日起，各受理机构将具体提供有关咨询并受理申请。受理申请截止日期为203月10日。

各有关单位应根据本单位人才培养的实际需要，有计划地组织本单位人员申请国家留学基金资助出国留学，并对申请材料进行严格审核。

大学生公费留学的条件

1.公费出国留学条件：

（1）政治条件

热爱祖国，热爱社会主义，思想品德优良，在实际工作和学习中表现突出，积极为社会主义现代化建设服务。

（2）业务条件

出国大学生应是高中毕业、成绩优秀的人员。出国研究生应是具有大学毕业及以上水平的成绩优秀的人员，并应根据不同学科的特点，规定出国前参加实际工作的年限。出国进修人员和访问学者应是教学、科研、生产的业务骨干，具有大学毕业及以上水平，并在高等学校、科研单位及工矿企业等部门中从事本专业工作五年以上（特殊优秀者或因工作需要者可适当缩短），或获得硕士学位后，从事本专业工作两年以上，或从事职业技术教育专业工作两年以上的人员。出国进修人员和访问学者的年龄，应根据出国留学的不同种类确定，一般不得超过五十岁。副教授、副研究员以上的短期（三至六个月）出国访问学者，年龄可以适当放宽。

各类公派出国留学人员的健康状况，必须符合出国留学的规定标准，经过省、市一级医院检查并得到健康合格证明书（证书有效期为一年）。

2、公费出国留学人员的选派政策

（1）公派出国留学人员是指根据国家建设需要，得到国家以及有关部门、地方、单位全部或部分资助，通过各种渠道和方式，有计划派出的留学人员。

按国家统一计划，面向全国招生，统一选拔、派出，执行统一经费开支规定的.出国留学人员，为国家公派出国留学人员（简称“国家公派）；按部门、地方、单位计划，面向本地区、本单位招生、选拔、派出，执行部门、地方、单位经费开支规定的出国留学人员（包括个人经本单位同意和支持，通过取得各种奖学金、贷学金、资助等并纳入派出计划的留学人员”为各部门、地方、单位的公派出国留学人员（简称“单位公派”）。

（2）公派出国留学人员分为大学生、研究生、进修人员和访问学者。

（3）出国攻读大学本科、专科和研究生的留学人员在国外的学习年限一般按对方国家的学制，由派出单位确定。

出国进修人员和访问学者在国外的期限，根据进修和研究课题的实际需要，一般为三个月至一年，特别情况可为一年半，均由派出单位按派遣计划确定。

（4）派出单位要帮助和指导公派出国留学人员选好在国外学习、进修、实习或从事研究的单位。这些单位应具有较高水平或专业方面特长。

一、选派计划

根据国家经济建设和社会发展的需要，为加强科学、技术、文化、教育、管理等方面高层次人才的培养，促进我国与世界各国的交流与合作，按照国家公派出国留学选派办法和年度选派计划，国家留学基金管理委员会(以下简称留学基金委)2005年计划以国家留学基金资助方式在全国选拔各类出国留学人员7245名，其中：①以国家留学基金全额资助方式选派810人;②按与有关国家互换奖学金项目选派424人;③按专项出国留学项目选派5099人;④按有关合作项目选派 912人。

三、选派学科

申请者应提交以下申请材料：

(1)《国家留学基金管理委员会出国留学申请表》(2005年版);

申请者须向受理机构提交申请材料一式五份(原件一份，复印件四份)。提交材料时，须按规定交纳报名费和评审费共计人民币500元/人。

自2005年1月5日起，各受理机构将具体提供有关咨询并受理申请。受理申请截止日期为2005年3月10日。

2.专项出国留学项目及有关合作项目按照“个人申请，单位推荐，专家评审，平等竞争，择优录取”的方式进行选拔，由各有关单位按项目要求统一组织申报并提交申请材料，留学基金委不受理个人申请。

其他项目由留学基金委按项目要求直接受理申请。部分项目的遴选事宜，留学基金委将及时在国家留学网上公布并将遴选通知发至有关单位，在此之前暂不受理申请。具体申请办法请查阅《2005年国家留学基金资助出国留学项目指南》。

六、评审、录取

1.通过受理机构申请的项目

(1)受理机构对申请材料进行审核。内容包括: 申请者是否符合规定的申请条件;申请材料是否真实、完整;表格填写是否工整;有关名称及代(类)码是否准确、规范等。

(2)受理机构将于2005年3月15日前将审核合格的材料统一寄(送)至留学基金委。

(3)根据“专家评审、平等竞争、择优录取”的原则，留学基金委将按项目要求组织同行专家对申请材料进行评审，并根据专家评审意见确定拟录取人员名单。

(4)留学基金委拟于2005年7月31日前通过 “国家留学网”、《神州学人》杂志和有关媒体公布国家留学基金全额资助项目及与有关国家互换奖学金项目录取人员名单，并将有关录取材料(《录取通知书》、《出国留学资格证书》、《资助出国留学协议书》及《出国留学人员须知》等)通过各受理机构转发被录取人员所在单位。被录取人员的留学资格到2007年底有效。逾期未派出者，留学资格将自动取消。

其他项目的评审结果将及时在国家留学网上公布，录取通知亦同时寄送申请人所在单位。

2.由留学基金委直接受理的项目，评审、录取办法将根据项目要求另行安排。录取结果将及时在国家留学网站上公布并同时通知有关单位。

七、签约公证、交存保证金

1.所有以国家留学基金资助方式派出的留学人员必须履行按期回国服务的义务。

2.被录取的留学人员派出前须与留学基金委签订《资助出国留学协议书》并办理公证等事宜。协议书明确规定接受资助者的有关权利和义务，包括不延长留学期限、按期回国及回国工作至少两年等规定内容。

3.为保证协议的签署和履行，留学人员应有二名具有经济偿还能力的经济担保人。

4.根据协议的要求, 被录取的留学人员应按留学基金委规定的程序和方式办理交存保证金事宜。保证金金额根据留学人员单位所在地区、留学人员的类别、留学期限和前往留学的国别确定，金额标准一至四万元不等。出国期限为三个月的留学人员免交保证金。

5.留学人员按期回国并按规定履行义务，经留学基金委确认其有关材料后，其出国前所交存的保证金退还留学人员本人。

6.如留学人员不按协议规定履行按期回国服务义务或违反协议中的其他约定，应承担违约赔偿责任，向留学基金委偿还相应的出国留学费用并支付规定的违约金。对按规定须赔偿全部留学费用的人员，其出国前所交保证金不再退还本人;同时，本人或其经济担保人须另赔偿和支付全部资助费用的不足部分及违约金。如不按规定赔偿，本人或其经济担保人将承担相应的经济、法律责任。

7.获得国家留学基金资助的留学人员，其与获得资助有关的论文、研究项目或科研成果在成文、发表、公开时，应注明或说明“本研究/成果/论文得到国家留学基金管理委员会资助”。

八、派出及管理

1.为保证被录取人员出国前外语水平达到规定的合格条件，留学人员在派出前，须先向留学基金委提交外语合格证明和外方邀请信复印件，经留学基金委审核并出具同意派出的函件后，方可到教育部留学服务中心或教育部出国留学人员上海集训部、广州留学服务中心办理签证等派出手续。

2.被录取人员应遵守国家留学基金资助留学人员的有关规定和《资助出国留学协议书》的有关约定。在外留学期间，应自觉接受我驻外使(领)馆的管理。

3.获得国家留学基金资助的留学人员派出后，其在国内原工作单位的工资、待遇等，应按照国家有关部门制定的国家公派出国留学的经费管理规定执行。
